Selecting IT-outsourcing Suppliers based on Combination Weighting - Double Base Points Model

IT-outsourcing supplier evaluation and selection is a dynamic and complex multi-objective decision-making problem. In order to quantitatively evaluate IT-outsourcing suppliers, a supplier evaluation index system and comprehensive supplier evaluation model was established based on combination weighting and double base points method. In this model, qualitative sorting was obtained by the combination of DELPHI and fuzzy analysis method, and the quantitative order conclusion of weight was calculated by the entropy theory. That is, comprehensive weights were obtained by the structure entropy weight method. Then, distances and Closeness Degree were calculated based on double base points method, the best IT-outsourcing supplier was selected according to the sort of closeness degree. At last, the validity of this model was verified by an illustration.
